Located in Southwest Florida, Lee County serves between 250,000 and 300,000 water and sewer accounts, a significant responsibility. The County needed a software system that would not only help them manage their efforts, but also provide key performance measurements for evaluation. Basically, they needed to know not only what work they were actually doing, but how well they were doing it.

Lucity provided the best fit for the County's goals, and software has made a difference in the management of the County's water and sewer systems and treatment facilities. Officials also make good use of the software's web-based system and the Lucity team's willingness to collaborate to drive towards clarity.

The County is in the midst of a multi-phased project, in which the first phase was the development of criteria to define an asset and an inventory of those assets. Lucity joined the effort in phase two, enhancing how the County manages their workload. Future phases include integration with Lucity GIS.  


City of Overland Park, Kansas

A thriving and dynamic community, Overland Park has grown into the second largest city in Kansas. As a long-term Lucity client, the City has relied on the software system to help manage its evolution, specifically a transition from a reactive to proactive approach. With Lucity's help, the City of Overland Park is more organized, resulting in fewer work orders and greater cost efficiency.

The City made good use of the software system's flexibility, speed and open architecture through a major reorganization process, where they moved from a system organized by divisions to one organized by infrastructure items. Now, the City can track every infrastructure item and produce a history including data on all inspections and work performed. Lucity also allows them to generate quick and effective reports for quarterly performance publications and other purposes.

The relationship has provided many opportunities for collaboration as City officials and the Lucity team work together to customize and adapt the software to meet distinctive needs. For instance, the City found they needed an interface to bar code each street sign and visualize its proper location. This same interface allowed them to produce a visual map of the location of every street light in the city.

Lucity also is there for the City of Overland Park during times of emergency. After an emergency event, the Federal Emergency Management Agency (FEMA) allows cities to retrieve costs for that event within the first 24 to 48 hours as long as the City can produce the necessary detailed information. Not only was the City able to retrieve their costs for a 1998 flood and 2002 ice storm with Lucity's help, the money from the flood event actually exceeded the entire cost of the software, a total return on investment.

Located in the center of the San Francisco Bay area, San Carlos has everything at its door step. It's an attractive community and one city, like many across the country, that is finding a need to deliver more services with a lower budget. City officials have found that the ability to present effective graphs and data reports for city councils is a major advantage in quickly imparting the necessary information for decision-making purposes.

That capability, and the need for more clarity in its public works efforts, was a top priority for the City, and they found a nice fit with the collaboration and flexibility inherent in Lucity's approach. An efficient way to input and store data is important, but just as vital is the ability to retrieve and use the information in an effective way. The City of San Carlos use Lucity's hundreds of standard reports to save valuable staff time in developing new ones.

North Tahoe Public Utility District, California

The North Tahoe Public Utility District wanted a management system they could really utilize and found that the Lucity system could scale well to their size. It was also the software system of choice for several other districts, with a robust regional user group that held the promise of peer collaboration.

Many of the District's divisions had never used an electronic work order system, so the support they received from the Lucity staff was immeasurable. District officials have no doubt about the system's potential to increase efficiency and reduce budget, as they are already seeing the program's potential in the tracking of their pipes and equipment. They now have the capability to track work and determine areas that present consistent problems, and they can better determine whether to continue to repair a pipe or replace it.

North Tahoe is also relying on Lucity Fleet, which replaces their previous manual tracking process. With Fleet, they can produce instant reports on all the work performed maintaining each one of their vehicles.

A community on the move, the City of Wichita lays claim as the largest city in the State of Kansas. Lucity has been proud to partner with this vibrant city for many years, offering them with a software system tailored to the City's specific needs.

Lucity's versatility is important to Wichita, especially its accessible database structure. The City makes good use of the customized programming, working in partnership with Lucity team members to create a program that manages work completed by outside contractors to handle grass mowing. This adaptation tracks the contractor work, including efficiency and schedule, even accounting for work canceled due to rain. In addition, Lucity is building an interface between Lucity Work order and the City's financial system to handle payment. The entire process is handled by the system, greatly reducing the chances of errors.

City officials appreciate Lucity's support staff as much as the software, with a response to an email issue typically coming within 24 hours and immediate access to help with a phone call.

Sanitation District No. 1 of Northern Kentucky

As the second largest public sewer utility in Kentucky, Sanitation District No. 1 (SD1) serves an area that covers more than 220 square miles encompassing 30 municipalities. A longtime client, SD1 has totally embraced Lucity as its management system.

Lucity's GIS integration has been particularly effective for the District, as it enabled SD1 to better comply with a 2007 federal court order Consent Decree that requires SD1 to reduce and control discharges from combined sewer overflows (CSO) consistent with EPA policy.

Now, SD1 has detailed data on every pipe and structure they own or maintain, giving them a stronger understanding of their system. GIS integration offers a geographic perspective of the work that has been done and the work that is still necessary to help them find a permanent compliance solution to the Consent Decree.

Lucity's adaptable software has been instrumental in helping SD1 create an automated system that allows them to look ahead ten years down the road instead of simply reacting to today's problems. The system data allows them to automatically set future inspections, monitor the condition of their sewer and stormwater systems and strategically plan for regulatory compliance issues.

Situated on the East coast of Central Florida and 47 miles of the Atlantic Ocean, Volusia County is a thriving area for residents and tourists alike. To support their ongoing development, they needed a diverse management system that could support GIS and encourage financial accountability. Lucity helped the County create a work plan to track tasks that need completion within a year, establish how much work should be performed per day and measure the daily cost of each project. Even the daily work orders provide cost per day data so that financial accountability is visible without even looking at the work plan.

In the first year of implementation, Volusia County could document a savings of $2.5 million.

This new efficiency is never more evident than in the area of potholes. The County uses Lucity to track the productivity of the crews responsible for the work, comparing the work against the benchmark standard of measurement and comparing the crews against each other. In fact, Volusia County took it one step further and made it a competition. With the help of Lucity, each crew is aware of the target and who needs to get moving. Since pothole work is mainly a responsive work task and takes crews all over the area, Lucity software helps the crews route themselves to do the work in a more efficient manner.

Lucity proves its worth in other areas too, tracking equipment use to help the County determine what they truly need. In this case, that effort led to the elimination of extra trucks, another cost saving measure. Volusia County was also able to interface with Lucity GIS to develop mapping enhancements. Now, all work can be visualized using the web map and all supervisors can generate work orders from the map as well.

Lynchburg is a city in touch with its past but with a strong focus on the future. That future requires a management and maintenance software system that efficiently tracks work and the cost efficiency of that work. Lucity helps provide the City with easy access to the information they need to make smart, cost-effective decisions.

The City relied on the adaptability of the software to develop a more efficient time sheet reporting system. Instead of a separate employee handling payroll for each division, all work time, sick time and vacation time is now tracked through Lucity. This proved to be a major cost saving measure, as the City was able to reassign previous payroll employees into new positions instead of making additional hires. Lucity team members worked with the City to modify the software to accommodate Lynchburg's two-week payroll schedule, which begins and ends in the middle of the week.

Lucity also provides a framework for connecting requests with work orders quickly and efficiently. The City uses Lucity Requests to receive request calls through their Citizen First group and requests between departments, then generate and distribute work orders if warranted. The software is so user-friendly, even those who hadn't received IT training were able to utilize the system.
